US International keyboard dead keys not working

I have my keyboard layout set to US International. No issues with it ever until yesterday. But the dead keys have suddenly stopped working. Any time I press the apostrophe keys, it acts as if I typed it twice, so it appears double right away instead of doing nothing until I press the next key. Very very annoying while typing, I have to constantly press backspace when making contractions etc. I''ve checked all my keyboard settings and everything seems like it /should/ work, but it doesn''t. I''ve already tried re-installing the USI keyboard and even the keyboard driver, and Windows is fully up to date. It works properly for about a minute after my computer starts up but stops working again after that. It does work properly in system windows but not in any other application. Please help, it''s driving me up the wall.
