"Call for peace" War exhaustion makes no sense

I wiped the floor with castile. At some point, they had 0 armies left. None. Same goes for aragon. I lost fewer soldiers than them, despite having 4x their population. None of my forts fell throughout the war.
Yet I have 20 war exhaustion, and they have zero. Its because of "call for peace". That should not trigger war exhaustion. Or even if so, it should be tiny. Now, all of attackers have massive war exhaustion, despite having 100% warscore most of the war. And, countries that lost 5-10% of their population to this war have *0* war exhaustion. and none of the defenders have any war exhaustion (except those who have their whole country occupied, of course).
Its war of religion, so Bohemia (the attacker) isn't sueing for peace.
I'll console command my way out of this, but it makes no sense. I think : ).
