y is it fair for the top/mid/jg most bought item are build of long sword / pickaxe / amp tone / blasting wand while some of the adc are buying bf sword first back?

i know some adc items are not build off of bf sword, but if they want a huge lead early, they are deemed to buy a bf to boost them. apc lost chapter also 1300 g, but it's build off of component.
