Vanguard

Ive been noticing that a lot of Tank still run the 2p vanguard set. Are the new tank sets really that bad that they still have to use that set?

As a dps i found it weird to see since we got really good dps sets, so i was surprised to see that tanks are still running around in their T2 set. If its actually the case that they are forced to run Vanguard/there is no better option, then why not buff the new tank sets or make a good set bonus ?
