Billy is not op?

I've stepped on the opinion that Billy being OP is quite common on this subreddit.

But does this opinion actually have any basis?

He has an insane pick-ban ratio in Night Shift, and one guy got top rank by spamming him - I get it. But that's barely comparable to our reality.

According to Tracklock:

• Across all ranks: WR 50.46% | PICK 39.44%
• Ascendant: WR 50.19% | PICK 36.76%
• Phantom: WR 51.61% | PICK 42.84%
• Oracle: WR 51.35% | PICK 41.56%
• Emissary: WR 51.28% | PICK 38.09%
• Ritualist: WR 50.61% | PICK 38.02%
• Mystic: WR 50.53% | PICK 38.8%
• Sentinel: WR 50.7% | PICK 39.44%
• Acolyte: WR 49.46% | PICK 37.86%
• Seeker: WR 47.6% | PICK 39.92%
• Initiate: WR 47.36% | PICK 41.5%

Those stats don't look particularly good: he's mostly in the top 10 pick rate, which is solid, but from top 15 to top 20 in win rate (I remind you, that's out of 38 heroes, so not even median most of the time) not far from those below. It doesn't look like he's particularly broken in pubs.

I predict he'll get another slight slap on the wrist next patch - probably some gun or Ram scaling adjusted - but no big nerfs.
