Loyalist Pack Bug

I play on steam deck. I bought Loyalist Pack 3, and it is check marked under steam properties, but the vendors are not appearing in Devils Crossing! I've tried checking and rechecking, completely restarting the deck, and verifying the game files and I still can't get them to appear.

Has this happened to anyone else? Is there a fix?
