Help creating an OC: the goD of D-rank missions!

I was listening to DygoKnight's video about the land of waves arc while being hyperfixated on dnd builds and I got an idea for a Naruto OC. It's not meant to be used for anything atm, albeit I might write some fanfiction in the future, I don't plan to use them or anything.

I think however that the idea is so interesting: a shinobi whose goal in life is to stay a genin and never, EVER go on anything in any way riskier than a D-rank mission; instead they would min-max to accomplish as many D-rank as possible: no cat stays lost, no baby stays unsit, no carrot unpicked under their watch!

It's important to note that this isn't an untalented ninja, nor are they lazy: they're meant to have the same potential as your average Konoha 13, but learning the Rasengan wouldn't be useful to find lost cats faster. At the same time, if they were to become too powerful, they would risk to attract too much attention and be peer-pressured into stepping up and they really, really don't want to risk their life!

Now, this could be from any single clan and learn any widely available jutsu outside of their clan, even make new ones, you're also free to decide their gender, age and appearance.
