Neighbor *probably* thinks I called Child Protective Services on them, and won’t stop acting menacing towards me.
I live in apartment with my husband and two cats. Next door is a family - a woman, her boyfriend, and their two foster kids.
Recently the landlord installed new windows and the woman told me she didn’t like how they were easy for her foster teen to sneak out of.
Two weeks ago at night, my husband and I abruptly awoke to the sound of somebody in the shared basement area moving something. We shook it off and went back to bed.
About a week later Child Protective Services is talking to the woman outside. She tells them the foster teen tried to sneak out.
Now there’s a camera in the neighbor’s front, but the window is still broken in the back of the shared basement space - making it easy for intruders to sneak in, and the kid can still sneak out.
To top it off, the man has a staring problem with me. He’ll open his blinds as wide as possible when I come and go, and stare, full eye contact. When I wave at him, he either continues to stare, or walks away, not waving back. I’m not sure if he thinks I’m the person that called CPS or what his problem is. He doesn’t act like this towards my husband or other people in the neighborhood.
How do I get him to stop making me feel uncomfortable with the staring?
