Blocked?

I asked a seller if the shoe was known to be in UK or US as the brand often does both but only one was listed.. never heard back and received this message when trying to purchase the item. I’ve been a buyer on eBay for 2 decades, have 100% feedback and always pay immediately. Clearly I’m just not meant to have the item, but I’m curious nonetheless-the-less. Is something that happens, or a strategy of seller who list a lot of item for sale so they don’t have to deal with people asking questions…
