Certificate of Attendance instead of Certificate of Employment

Hi hingi lang me advice po. I was already resigned for a weeks and wala paring COE na binibigay sakin through soft copy. ​​Much worst, they will going to give me a Certificate of Attendance instead of Certificate of Employment. This hospital doesn't follow Labor Code. ​At dahil madaming nag AWOL due to toxic management, gumawa sila sarili batas randomly, na pag di daw umabot ng 2 years ay COA lang. Lagi na lang kami tinatanggalan ng rights. And ngayon 17 days na akong naghihintay ng COE, wala pa din daw. What should I do po? Need ko na po ba i cc sa DOLE? Thank you in advancee pooo. ​​​​​​
