Building a tiny home

Not sure if this is the right place to put this but me and my mate are planning on building a tiny home/ granny flat on his mums property and aren’t sure how to go about council approval and building permit and all that (I’m pretty clueless about that)

It will roughly be 6.5m x 7m and 2.5m tall I trying to see if there away around council approval or requirements that I could be under
