Pregnant sailor signing off on hazmat receipts

i have a pregnant sailor who continues to sign issue hazmat even tho 1 she cant touch it or be near it.

signing it as being is issuer is a problem to me because my BM1 says its okay she can sign it off. but before my first class came to the office to take over. i would get b$tch at by the old cmc and CM1 for pregnant sailors signing it as an issuer even tho they never isuued it out.

i just want ti know if im in the wrong? and just let it be.
