Why is Skirmish 20v20 dead?

I just don't understand how it's completely dead and unable to find a match, I've been sitting for 15 minutes on my phone and still haven't found a match. I thought it maybe just a timing or console only cross play issue but I've been trying multiple times today with cross play on and it just never finds a match.
