Tattoo cover up or laser?

I have a tattoo I got done in my early 20s on my thigh and I don’t like it or the association I have with it. Placement is super awkward and it just doesn’t look good. It’s about half of my thigh. Idk if I should do laser or a cover up. It’s a bunch of flowers but I don’t like how my artist did the design and I had a bit of blow out
