Birth year in Register of Births in LCR, and birth year in LCR and PSA birth certificates don’t match

We tried to apply for a passport for my senior dad.

His PSA and LCR birth certificates show 1954 as his birth year, and 1965 as the year when his birth was registered (so 11 years late). DFA said we needed to submit Form 1A.

So we traveled to the local civil registrar to request for the Form 1A. In the Register of Births (they refer to it as "libro"), it shows that my dad's birth was indeed registered in 1965, but here's the problem — his birth year is written as 1964. So to recap:

PSA & LCR BC birth year: 1954
Year of registration: 1965

Register of Births (“libro”): 1964
Year of registration: 1965

We talked to the registrar about this major discrepancy (10 years!) but she was insistent that she could only base the Form 1A on the "libro" and not on the LCR-issued birth certificate.

I personally saw the "libro" and everything on it is handwritten. Meanwhile the LCR-issued birth certificate is a typewritten copy that they submitted to the PSA that became the basis for my dad's PSA birth certificate. It just doesn't make sense to me how the "libro" is superior.

We asked what could be done since this would not align with my dad's documents and consequently, he would be denied a passport. The registrar said we could file a petition, like it's that easy, quick, and cheap.😮‍💨

She also said we could go to PAO and ask, so we did. The lawyer told us to try to ask for help from the mayor na pakiusapan si registrar to base the Form 1A on the LCR-issued birth certificate instead of the “libro". We also did that, pero ayaw talaga ni registrar.
