Why is makabo has so much worse civic sense and shit traffic as compared to South Bombay and powai etc?

I stay in malad. I go to powai/bandra in weekend to tun sometimes

The difference between traffic sense and civic sense is night and day.

Nobody is overtaking, everyone follows signals. Nobody drives in opposite lane. Everything is clean and tidy

It's likea entirely different world

Why can't bmc or whatever do the same amount of work in makabo area?
