Job gatekeeping and ilegal activity

I started working in a masonry company(Hispanic based) in which I have been working for 8 months now. is in the state of Mississippi. Since I dropped out of college, I figured that I could try to get ahead and I read a book about masonry, and blueprint reading. I thought I would do pretty ok with this mindset, BUT I was so WRONG. Ever since I got into the company I have been treated so poorly and without an ounce of respect. To start; my boss hasn‘t yet to this date “hired” me, and like I said it’s been eight months. He is always ignoring my calls, and has made false promises of a different position, and that he would never not allow people to grow. On the other hand, there have been times in which there was no materials to build stuff, and they deducted those hours from our pay. it has happened at least 3 times. On top of that there is this one “manager” that isn’t really a manager, but this guy has made me life horrible. like I mentioned, I read books, I have practiced countless times with my trowels and bricks, and I am always the one that stays to do extra hours(not overtime, but extra) but he always comes with an excuse to not let me learn the trowel. He has shown to me and workers around, some envy. Every time I speak English and I talk to a superintendent, or read a blueprint, or manage a call he gets insecure(since he can’t do none of that) but of course the keep him. Please tell me if I am running crazy and I should wait or if I need to change this job.
