Loading two omnis

The patch notes claim ANY two omnis can now be loaded as long as they are not two of the same, they do no limit to non-set, set, or otherwise.

I cannot load the Omni Directional Antiproton Beam Array (non-set) with the Omni Directional Baul Linked Sentry Antiproton Beam Array (set). Was this intended? The relevant part of the patch note says this:

Omni-Directional Arrays Updates 

• All Omni-Directional Beam Arrays now share a single equip category, allowing any two to be equipped on any ship.
  • This is any two separate Omni Beams, not any two of the same.
