Does in-game reporting work?

I'm playing in USE among the top tier Bounty Clashing everyday.

Players with 2-3 KDAs are common here and most of them are legit. However, there're still some obvious hackers and I'm pretty sure they got reported every single game with hundreds of comments pointing out their cheats in their steam profile.

Idky they're still actively playing after months of this pattern, and they're even in the same time now in my last game against them (we managed to kill them all).
