Emotionally unstable parents please stop having kids

I have heard a lot of people saying poor people should stop having kids..I think along with poor people emotionally unstable parents....who can't provide emotional stability to them should stop having kids too

I(21f) have an emotionally unstable parent(dad)...we are not rich but financially stable atleast....but he beats my and my mom a lot and because of him I used to have anxiety attacks,panic attacks etc...now I have recovered and he has again started yelling at me and mom for absolutely no reason...idk how will I get out of this

I am in last year of clg and I have to prepare for placements too...I am already very late because I was dealing with depression and anxiety.
