[PC][Late1990s-Early2000s] Underwater game, possibly educational and had ethereal music

I played this game on my family's PC: A lot of the details are lost to me; it's like I have a loose screenshot on my mind and I don't even know if it's all from one game.

I believe this was an educational game like Jumpstart or Reader Rabbit. My mom only bought me games like this when I was growing up.

I do not think this was a litany of games I've seen posted a lot: Jumpstart, Clue finders (my first guess), Reader Rabbit, Putt Putt, Freddi Fish. I've seen lots of posts on this sub already with games like Treasure Cove or Undersea adventure. Those aren't it either.
