Graded cards

Im somewhat new to the hobby and have been looking into expanding my personal collection. I mostly collect celtics cards and am looking to build a PC of tatum cards. Looking into a lot of his cards, I am seeing psa 9 is substantially cheaper than his psa 10 cards. Are psa 10 cards really worth 2-10x the price of a psa 9? Looking for everyone's thoughts on if its smart to build a collection of only 10s, some lower numbers, or upgraded cards. Looking forward to everyone's thoughts!
