Get 93-99 with loan glitch

I'm trying to optimize my loan glitch as much as possible on FC 26. For example, if I promote a player from the youth academy, loan him out, and see that his potential is 90–96, whenever I recall him, his potential either stays stuck or goes down. But I can't seem to get it any higher, like up to 99, for example.

So, if I reload the save several times, can his potential eventually increase, or does it never go higher in this situation?
