Advice needed

Partner has a cert 3 in plumbing completed apprenticeship in 2009. Went and did some other things for while concreting roofing recently working in sewer maintenance. Would like to get back into plumbing QBCC has confirmed he could be issued a 1 year provisional commercial plumbing and drainage licence whilst he gets the the 12 months work experience (he worked as a plumber for a few years post apprenticeship but that business is no longer operational to sign of the work requirement. The advice part is would any plumbing business take him on as an off sider to complete that work and refresh on industry standard. Or this sort of request would be laughed off?
