How to Obtain Independent Expert Letters Without Using Paid Services?

I have an industry-profile based case, and I have already completed my proposed endeavor and related evidence. Most of my petition package is almost complete, except for the independent expert recommendation letters.

I need two strong independent letters from the U.S.:

1. A PhD or recognized expert in manufacturing/industrial operations.
2. Someone with a government background or authority who can provide an independent opinion on the importance and impact of my work.

I do not have any publications, citations, or academic research background. My profile is based primarily on my professional experience and in industry.
