Old bike lock chain lock with no key :/

So i recently bought a bike on facebook marketplace (i dont think it was stolen, the guy who sold it to me seemed quite genuine and the story he gave checked out, maybe im a bit naïve but i dont think so. I generally have a decent eye for people). And it has a cable lock and a chain lock with a padlock attached to it - both of which do not have a key. I think i can manage to take the chain lock off by just removing the seat and lifting it off, but the cable lock cant be removed that way. I was just wondering if there's anywhere I can take it to to get it removed? I don't have any bolt cutters myself, and I don't want to buy a pair just for this one thing.
