Quick question for you all, was it necessary to add a 9th warriors of chaos faction instead of other ones?

The only way I understand why they added these lords specifically in Lord of the End Times is that they added one lord per faction who will have an endgame mechanic but feels like a shame when some factions still have less Lords then skaven and Warriors of Chaos
