Parking in Babylon Village

Does anyone know what the village regulations are regarding parking on residential streets? I have seen signs, one is actually on a telephone pole on my lot, that limit parking to two hours. There are several cars parked on my block that sit for days at a time. They block the snow plow and street sweepers.
