Blocked Account showing up also as a Suggested Block?

There is an account that I have blocked on all my socials almost 8 or 9 months ago. This person appears on all of my block lists, as they should.

However, about 2 weeks ago, they also began appearing on my suggested block list on 1 of my IG accounts along with a random new anonymous-type account that I have never interacted with as well as another new account that I blocked only after they requested to follow me. That last account seemed to lead to a dummy business account. This is only happening with 1 of my IG accounts and we never followed each other on that account.

Why would this person appear on both my blocked and suggested block lists on 1 of my social media accounts?

Would it mean that the person I blocked is connected to one, or more, of those fake accounts?
