Why is Return to Ruin so rare in molten mode?

Why does Return to Ruin occur so rarely? I only happen to listen to it maybe like five months ago when I was grinding molten for the fun of it(before the hardcore update where cowboy's placement limit reverted back to 12) and I only managed to listen to the ost twice before I got bored grinding bloated molten warlord.
