JD tweet re permission for quotation

Hello! Can anybody help me out with a link to the tweet from a few years ago granting blanket permission for quotation of TMG material? A loved one (a novelist) is using a line from a song as an epigraph and the publisher’s permissions person has questioned it, and we can’t currently locate the tweet but both reeber it! Any help would be enormously appreciated.
