transferee

hello! im just wondering if makakaaffect po ba sa transfer process ko if i dont have a certificate of avail/non-availment of govt-funded student financial program from my previous school? im just worried since until 14 na lang yung sched for transferees. i wasnt able to request it from my previous school due to heavy rain and flooding since last week. hindi pa po kasi ako makaluwas pabalik ng manila it might take a week for my previous school to process it. thank you so much!
