Been having a *weird* FPS issue since the new patch.(help)

Ever since the new season patch came out my frames per second in the game has been stuck below 60(as low as 20 at times). This is not normal for me, my settings are fully optimized for performance thanks to many guides on that. Before this patch I had well above 100 fps.

The weird part is, the moment I die in a game, my fps goes up to 100-200 during the kill cam/death view/spectating teammates?? I’ve tested this out in practice range as well. I jump off the map and the second my character dies my fps goes up to normal. Any relevant tips are appreciated.
