4 month old barely getting tummy time

My baby is 4 months old. She has mild Torticollis. I feel like around the 3.5 month mark, we were doing great with the tummy time and she was getting the hour she needed. Now, she’s been sooooo fussy! Idk if it’s sleep regression or what, but she will do tummy time for maybe 10-15 mins in the morning, and then throughout the day will cry anytime we put her on her tummy. She will cry immediately and just lay her head down. She is barely in a container though. We hold her a lot. She gets elevated tummy time after feeds because of reflux and we usually hold her without supporting her neck. I’m just worried about the lack of floor tummy time. I’m also worried because why is my baby all of a sudden so against tummy time???? It’s been like this for maybe a week.
