Why do some Android apps keep running in the background even when I don't use them?

I've noticed that some apps seem to keep running in the background even when I haven't opened them for a while. How does Android decide which apps can continue running in the background, and which settings should I check if I want to reduce unnecessary background a bhictivity without breaking notifications?
