RCD question

If all of the RCDs in my house switchbox are 16A rated (except one 32A 3phase), but all the sockets are standard 10A type, does that mean the wiring should be suitable for 15A? providing the house is up to code? I want to install a 15A socket in the garage for a welder. 3ph welders seem far more expensive for what I want and use. I suspect the 16A RCDs are the work of the electrician who built the house for his family to live in, but had to sell it due to having to move.
