Campaign difficulty

Anyone else feel like black ops 1 has a much harder veteran campaign than black ops 2? I feel like I got beamed across maps constantly in bo1 whereas in bo2 the enemies not only have terrible aim but you seem to have a little more HP than the first games veteran campaign. Anyone else notice this or is my game just giving me good RNG with enemy aim?
