Helicopter hovering over powerless in Averill Park

There are major distribution lines in AP. A helicopter has been hovering over them for abt 25 minutes, how do i find out why?

It hovers in one spoy for 3-5minutes, slowly moves along the lines, hovers, moves back the way it came. It's basically hovering over just one small but steep hill. It goes from tree height to bit less than 2x tree height.l while doing so, but hovering fairly low.

Is it surveying for the planned expansion of the powerlines? Looking for something?

It seems to have finally moved it's pattern up slightly, buy still very close.
