Can Liverpool win a major this 26/27 season?

Since there are news that Jeff Bezos will partially buy Liverpool football club (30% I believe), does it increase their chances of winning a major (PL or CL)? I've read some news that if the deal happens, they will be able to spend nearly 650 million in August or January. Before the news I would not put them in top 4, but now if they really are able to spend that kind of money, this could change a lot.
