Subject: Information regarding collection, accounting and utilisation of the CSAB 2026 Processing Fee of ₹5,000

Sir/Madam,

I seek the following information under the Right to Information Act, 2005, regarding the ₹5,000 Processing Fee collected from candidates participating in the Central Seat Allocation Board (CSAB) 2026 counselling process.

I understand that IIEST, Shibpur has been entrusted by the Ministry of Education, Government of India, with conducting CSAB 2026.

Please provide the following information and certified copies of the relevant records:

1. The total number of candidates from whom the ₹5,000 CSAB 2026 Processing Fee has been collected as on the date of providing this information.
2. The total amount collected as CSAB 2026 Processing Fee as on the date of providing this information.
3. The name and details of the bank account(s), accounting head(s), fund(s), or other account(s) in which the CSAB 2026 Processing Fee collections are recorded or deposited.
4. A certified copy of the relevant ledger/account statement showing the receipts of the CSAB 2026 Processing Fee from the date on which collection commenced until the date of providing the information.
5. The total expenditure incurred out of the CSAB 2026 Processing Fee collections as on the date of providing this information.
6. A head-wise breakup of expenditure incurred from the CSAB 2026 Processing Fee collections, including expenditure relating to software, IT infrastructure, servers, payment gateway charges, manpower, remuneration, consultancy, administration, communication, publicity, infrastructure and any other expenditure.
7. Certified copies of bills, invoices, vouchers, payment records, sanction orders and/or expenditure statements relating to expenditure incurred from the CSAB 2026 Processing Fee collections.
8. The names and details of all agencies, vendors, contractors, consultants, institutions or other entities to whom payments have been made from the CSAB 2026 Processing Fee collections, along with the amount paid to each.
9. A certified copy of the approved budget, financial estimate, cost calculation or proposal, if any, on the basis of which the ₹5,000 Processing Fee was determined for CSAB 2026.
10. A certified copy of the order, approval, resolution, notification or other record authorising the collection of the ₹5,000 Processing Fee and specifying its purpose and proposed utilisation.
11. The amount of CSAB 2026 Processing Fee collections remaining unspent as on the date of providing the information.
12. The accounting treatment and proposed utilisation of any unspent amount from the CSAB 2026 Processing Fee collections, as recorded in the relevant official records.
13. If the collected Processing Fee is transferred, shared or remitted to any other institution, organisation, government body, agency or account, please provide the total amount transferred and certified copies of the relevant transfer orders, approvals and records.
14. Please provide copies of any audit report, internal audit report, financial review, utilisation statement or other audit record concerning the collection and utilisation of the CSAB 2026 Processing Fee.
15. If the information sought above is maintained by another public authority or office, kindly transfer the relevant part of this application to the concerned public authority under Section 6(3) of the RTI Act, 2005 and inform me accordingly.
