Ticketed for stopping at a green light because a ladder fell into my lane

Location: Virginia.

A metal extension ladder slid off a van. I stopped, switched on my hazards, and called 911 because traffic in the next lane made going around unsafe. The van kept driving. Two minutes later an officer arrived and cited me under Virginia Code § 46.2-888 for stopping on the highway.

The citation says “no emergency” even though the ladder is mentioned in the notes. I wasnt involved in it falling and didnt leave my car. Is a road obstruction potentially a statutory emergency, or is this section applied even when continuing would be dangerous?
