First time planting roses

Question

I got some rose stems from pruning rose bushes. Cut them down to about 30cm length, peeled a bit of the bark off one end and stuck them in water. Also covered the whole assembly with a plastic bag. Ideally I'd like them to grow in flower beds, but don't know if I should plant them directly in the flower bed or first in those little plastic flower pots. I have my own compost and pretty good soil to use in both the flower bed and a flower pot
