FPS decreases to single digit even when idling in hub

Hey!
I played the game when it came out and just recently picked it up again.
I'm unable to play as the fps gets tanked into single digits even when sitting in the hub doing nothing.
I tried to google around and look for fixes (ReBAR, Direct Storage, Shader deletion, Launch parameters, ini fixes, VBS disable and many more attempts).

I'm kinda at my wits end and i simply cannot play the game with my buddy.

My specs are i9-13900KF and 4070ti on 1440p screen. I know the game has performance issues so i don't expect fps above 200 and so but single digits on this spec is crazy.

Any help is appreciated.
