Can this be identified?

7 year old Minituare bulldog, female.
This is not my dog, it's my moms.

I woke up today to see her dog with this.
I am not responsible for this dog but I am concerned about her, and if it can soread to my cat, since my mom refuses to take her to the vet.

She doesn't seem to be itching but she seems like she may be in pain
