My tv is extremely unresponsive especially the first 5-10 minutes of being on

Like you pressure the button to move the cursor and you get no response. Press it a few more times and you start thinking the batteries are dead, until every single input gets registered immediately. The tv has been like this since it was brand new. I will be buying a few new tv’s pretty soon and was wondering what specs to look at to not buy another tv that acts like it’s running on windows 7 with 7 mb of ram
