Neighbors Rooster

I live in suburbia.
My neighbors have had turkeys (not supposed to have) and now a ton of chickens. I don’t care, except for the rooster. Which our city doesn’t allow.
I didn’t realize they crow all day ha ha

They get animal control violations, get rid of the rooster and then a few months later they get another one….

As chicken people, can you help me understand?
Why do they need a rooster? Are they raising the chickens and eating them? What would you guess?
