Habitats not spawning last Pokemon

I've been playing on and off for months and recently came back for the expansion but I'm still missing east sea shellsos and plusle and I have literally had the habitats for months now. I even give Snorlax bread bowls everyday since coming back and I'm still waiting. Is there anything I'm doing wrong?
