Dystopian/romance novel recs

Hello! I need some dystopian/romance novel recommendations. My nephew is turning 19 and he specifically asked for books. He loved all the YA classics like Hunger Games and Divergent. He’s read some of the classics, like 1984 and Fahrenheit 451, but he prefers something where there is equal parts good action and good romance, and fleshed out female characters. He said he really liked Scott Westerfeld’s Leviathan so I do think I’m going to snag the Uglies for him. He also enjoys anime and light novels and I’m considering adding some Frank Miller to the list but he seems hesitant about graphic novels. He’s having a bit of a hard time right now, so I’d love to get a huge stack of books for him for a good means of escape. I appreciate any suggestions in advance, thanks!!
