Pressure Canner isn’t venting a steam funnel

I’m working to pressure can a Ball chicken recipe but I can not get my Presto pressure canner to vent a steam funnel. I pressured down and checked the seal, I cleaned the vent also. Does someone have a good troubleshooting guide?
