CA to KS real ID

I'm in a bit of a predicament. I moved from CA to KS in 2021. Well, in early 2023, my wallet was lost along with my real ID from California. I went in today to get a Kansas real ID, but the DMV told me I need to get my driving/vehicle history/MVR thing since my card was still valid. I don't have any driving or vehicle history. I also checked on the CA DMV site, and my ID expired in 2023. Do I still need an MVR? If so, how do I do that?
